A state of emergency is in force in Schleswig-Holstein's state capital, shortly before the opening of Northern Europe's biggest regatta, the aptly named Kieler Woche, or Kiel Week. Now, of all times, an insidiously slain woman is discovered in an empty apartment in the town centre. The killer, who had obviously spent months beforehand in this hideaway, has disappeared without a trace. When Inspector Borowski takes a look around the apartment of the victim, he suddenly finds himself confronted with a firewall. For one moment, Roman Eggers and the inspector face each other. Eggers desperately attempts to destroy the consequences of his actions - and saves Borowski with a second to spare. He then disappears once more into the anonymity of the town, full of people now busy getting ready for the festivities. When yet another corpse is found, Borowski and Brandt are both alarmed: is this the handwork of a serial killer?
